Your first written paper is an analysis /argument paper about DHS goals.
The basic assignment is this:

It outlines what DHS set as its goals. It also tells the objectives - meaning how they said they would achieve their goals. For this assignment, you will pick one of the goals outlined in the strategic plan and research the issues and programs surrounding the goal. You will research to find out what DHS did to pursue the goal and tell whether you think it was effective or not and why. Do you believe that we have substantially achieved the goal or not?
You will prepare an analysis and argument paper to explain and support your view. Present facts, research, and expert opinion to support your position. Note this is very different from an essay or report.
