Measuring the performance of health care delivery systems has become a central focus of policy makers. Recent health reform efforts such as primary care redesign and the use of alternative payment methods are intended to transform how health care delivery systems deliver care to achieve high performance. (Ahluwalia, 2017) This concept of a “high-performing” health care delivery system as a goal to be achieved has gained significant traction in research and policy. While there may not be a concrete definition, researchers found that high performance was variably define across different dimensions, including quality, cost, access, equity, patient experience, and patient safety. “Research to understand what enables healthcare delivery systems to perform highly, and policy efforts to measure and recognize high-performing health care delivery systems, is predicated on an agreed-on definition of what it means to be high-performing.” (Commins, 2017) High performing hospitals attain excellence across multiple measures of performance and multiple departments.
