It has long been recognized that offenders with certain salient characteristics could benefit from the services of a specialist. A probation and parole officer who, as a result of education, training, and experience, is in a better position to provide social services and control functions. Many Probation/parole agencies have specialized units or specialists for particular offenders such as substance abusers, HIV/AIDS offenders, sex offenders, driving while intoxicated offenders, and developmentally challenged offenders.
