How did the agency and its leadership shape the narrative to criminalize drug usage? How was the Cold War weaponized to create illicit drug markets both domestically and internationally? Discuss the various bureaucrats, governments, policies, and corporations that established the moralistic rhetoric against so-called enemies of the United States.
